What a buyer in Qatar asks us for

Qatar's car market is small, fast-growing and built around a few models. New-vehicle sales reached 88,065 in 2025, up 21.9% on 2024. Toyota held 28.3%, and the Land Cruiser has been the top seller every year since 2011 in the figures we read, with the Hilux third, the Nissan Patrol fifth and the Lexus LX sixth. Qatar's National Planning Council counted 62,163 new vehicle registrations from January to August 2024, over 70% of them private cars.

Two kinds of owner follow from those numbers. The Land Cruiser, Hilux, Patrol and LX owner is the easiest case to check against UAE stock, because those are GCC-specification models shared with the UAE. The owner of a newer Chinese-brand SUV is a different case: Jetour took second place among brands in 2025 with a 14% share, so there are many such cars, and a person has to check whether a used or aftermarket part exists in UAE stock before promising anything.

Qatar's conformity certificate for brake pads, belts and wheel rims

Qatar's trade ministry and its standards body have set rules for importing and selling vehicle spare parts and tyres. A certification body that issues the certificates describes the programme this way: customs will not let regulated products in unless they arrive with a certificate of conformity from an approved body in the country of origin, every consignment that contains them must carry one, and it must be issued before shipment. Non-compliance with the Gulf standard brings heavy fines for the importer.

The products named for the first and second phases include brake pads, safety belts, wheel rims and vehicle tyres, and tyres may be covered by a Gulf Standard Organization conformity certificate instead of a separate one. The notice we read does not say whether used or second-hand items are covered, and it is undated and may be out of date, so we cannot tell you that a used wheel is exempt. In practice a new brake pad order carries a paperwork step, and a used one is a question for your broker before you pay.

Engines, gearboxes, body panels and electrical parts are not named in the notice. That is only an absence in a list we could read, not a clearance, so for a large or unusual item ask your broker, and note that the General Authority of Customs publishes a unified guide to clearance requirements for imported goods on its own site.

What Qatar charges: 5% on CIF value and no VAT

Qatar charges a 5% ad valorem tariff on the CIF invoice value of general cargo, meaning the goods plus insurance and freight to Qatar, under the GCC customs union that began on 1 January 2003. Tobacco, pork and alcohol face 100%. Nothing in the Qatari duty guidance we read singles out car parts, so 5% is the working figure, and your broker confirms the exact tariff line for the part.

The union has its own rules for goods that moved through the UAE first. A part manufactured inside the GCC is a national good in every member state. A foreign-made part is different. Qatar waives its own duty only when the importer produces the first entry point's certificates showing that duty was already paid there, and absent those certificates Qatar collects the 5% itself. Whether the UAE paperwork for a given consignment will satisfy Qatari customs is a point for your broker to settle in advance.

Qatar has not introduced VAT. As of July 2026 the General Tax Authority had confirmed neither a threshold nor a start date, and Qatar and Kuwait are the only GCC states still without it. A 5% rate is expected when it arrives, so check the position on the day you buy.

Who may import into Qatar, and why markings matter

Every importer needs an import licence. The US Commercial Service's Qatar guide, updated in July 2024, says licences are issued only to Qatari nationals or to the Qatari partner in a limited liability partnership. A buyer abroad, or a Qatari workshop without a licence, therefore works through an importer or a licensed customs broker who holds one.

The documents listed are a customs declaration, bill of lading, certificate of origin, pro-forma invoice, import licence, official invoice and packing list, and the guide is blunt about gaps: shipments without them will not be cleared and are returned to origin. The HS code must appear on invoices and certificates of origin, and a made-in mark is required on each piece, on materials and on cartons. A mismatch between paperwork and markings sends the shipment back to its origin.

That last rule matters for used parts, which often arrive with worn or missing labels. Tell our desk if a part has no visible maker or origin mark, and ask your broker how Qatari customs treats it before the part is collected in Dubai. Declarations themselves go through Al Nadeeb, the Customs Clearance Single Window used by importers, exporters, their representatives and authorised brokers.

From Dubai to Doha by road, sea or air

Easy Auto does not carry goods abroad and sets no delivery times. The forwarder or cargo agent you appoint takes the part over in Dubai and picks the route. For Qatar the three options are the road through Saudi Arabia, the sea to Hamad Port and the air to Doha, and the agent can say which suits the part's size, value and deadline.

The road starts at the Ghuwaifat crossing, where the UAE meets Saudi Arabia, and continues to the Salwa crossing, which meets Abu Samra on the Qatari side. Abu Samra was shut on 5 June 2017 when ties with Qatar were cut and opened again when the blockade ended in 2021. In June 2024 the two countries met to develop working mechanisms at both crossings, including customs coordination at the commercial level.

By sea, Hamad Port south of Doha became operational in December 2016 and was officially opened in September 2017. It is Qatar's main seaport. Heavy, bulky items such as engines and gearboxes are the usual candidates for road or sea, while small, valuable items such as modules and lamps suit air. Dangerous goods stay off ordinary courier flights, and that covers wet and lithium batteries, airbags and their pretensioners, gas struts, fluids and any engine that has not been drained.

Workshops and traders in Qatar

A Qatari workshop or trader that restocks regularly should read the trade page rather than ordering one part at a time. It covers how a price list is requested, what minimum orders look like, and how items from several suppliers are brought together in Dubai so that your agent makes a single collection. A pallet still needs a licensed Qatari importer, the 5% duty and, for brake pads, belts and rims, the certificate described above.
