How to import car parts from Dubai to Rwanda
Updated
The quick answer
Garages, traders and fleet operators in Rwanda send us a list of new parts, and a person on WhatsApp prices each line as genuine, OE-brand or quality aftermarket. Their cargo agent collects in Dubai and moves the goods through Mombasa or Dar es Salaam and on by road, or flies them to Kigali. What sets Rwanda apart from Kenya, Uganda and Tanzania: it has refused right-hand-drive cars since 2005, so Gulf-spec body parts and lamps suit its fleet.
Key facts
- In Rwanda's own 2022 import figures the UAE was its second-largest source of vehicle parts, with 23% (USD 2.48 million), behind China at 38% (TrendEconomy).
- The UAE reported USD 10.6 million of vehicle-part exports to Rwanda in 2023 in its own filing to UN Comtrade.
- Rwanda stopped registering right-hand-drive cars in 2005; since 2015 only trucks of 20 tonnes and over, cross-border buses and road tractors are exempt (New Times).
- Duty follows the East African tariff, 10% on most parts and 25% on filters, batteries and tyres, then a 1.5% infrastructure levy, 0.2% AU levy and 18% VAT.
- Every import declaration is lodged digitally in the Rwanda Electronic Single Window, and the Rwanda Standards Board verifies the goods arrival notice.
- Hybrid car imports grew 237-fold between 2021 and 2024, on Rwanda Revenue Authority data reported by The New Times.
- Rwanda is landlocked: your agent's routes are Mombasa or Dar es Salaam by sea and then road, or air freight to Kigali.

Which new parts Rwanda takes, and what RSB checks on arrival
Kigali workshops order the same repair families as their neighbours: oil, air and fuel filters, brake pads and discs, suspension arms and bushes, water pumps and radiators, gasket and timing sets, lamps and body panels. The check is what differs. The US Commerce Department's Rwanda guide, last published in March 2026, describes no pre-shipment inspection for general goods; instead the goods arrival notice is submitted for verification by the Rwanda Standards Board, and importers may face documentary and physical checks at the border and audits after clearance.
That puts the weight on the box and the paper. A fake pad or filter is caught in Rwanda, not in Dubai, and The New Times reported in October 2025, in an article we could read only as a search summary, that counterfeit parts continue to flood the Rwandan market. Each line we quote names its maker and carries a part number, so the RSB officer, the customs officer and the mechanic fitting it can check the carton against the invoice.
We found no Rwandan ban on importing second-hand vehicle parts; the only such rule in our research covers used computers. Our quotes for Rwanda are new regardless, in genuine, OE-brand or quality aftermarket grade. Rwanda's own tightening has been on whole vehicles: since 18 August 2025 every imported vehicle must show proof that it meets the Euro 4 emissions standard, according to the same US guide.
What RRA charges on a parts consignment entering Rwanda
Rwanda belongs to the East African Community and charges import duty on the cost, insurance and freight value under the common external tariff, in the 2022 edition updated in June 2025. For a Kigali parts list that means three rates. Heading 87.08, which takes in brake, clutch, suspension and radiator parts, pays 10%, as do bearings, alternators, starters and engine internals under their own headings. Filters for oil, fuel and air pay 25%, as do lead-acid batteries and car tyres. Airbags and seat belts pay nothing.
Three Rwandan charges come on top, according to the US guide of March 2026. An infrastructure development levy of 1.5% and an African Union levy of 0.2% are both charged on the CIF value. VAT of 18% is then charged on the CIF value plus import duty, excise and handling fees. A withholding tax also applies, at rates the guide says vary by product without printing them, so we leave it out of the sums below.
Worked through on USD 10,000 of parts at CIF value, with no excise, a consignment of brake and suspension lines in the 10% band pays about USD 3,150 in duty, levies and VAT, and the same value of filters in the 25% band about USD 4,920, before withholding tax and handling fees. Those are our sums from the published rates. A partner state can suspend the common tariff on individual lines, so the Rwanda Revenue Authority's assessment of your declaration is the figure you pay.
| Charge | Rate | Charged on |
|---|---|---|
| Duty on brake, clutch, suspension and radiator parts (87.08) | 10% | CIF value |
| Duty on engine parts, alternators, starters, bearings | 10% | CIF value |
| Duty on filters, lead-acid batteries, car tyres | 25% | CIF value |
| Duty on airbags and seat belts | 0% | CIF value |
| Infrastructure development levy | 1.5% | CIF value |
| African Union levy | 0.2% | CIF value |
| VAT | 18% | CIF plus duty, excise and handling fees |
| Withholding tax | Varies by product | CIF value; ask your clearing agent |
| Our total, 10% band, USD 10,000 CIF | About USD 3,150 | Before withholding tax and fees |
| Our total, 25% band, USD 10,000 CIF | About USD 4,920 | Before withholding tax and fees |
The papers a Kigali clearing agent lodges in the single window
Rwanda has moved its customs paperwork online. The US guide says the import declaration must be submitted digitally through the Rwanda Electronic Single Window, upgraded with ASYCUDA World in 2025, and that paper declarations are no longer accepted outside rare contingencies. The declaration carries the importer's TIN and VAT numbers, so send both with your order and they go on our invoice and packing list from the first draft rather than in a correction later.
Our commercial invoice gives each line its part number, brand, grade, quantity, value and HS code, and the packing list follows it carton by carton. If your agent asks for a certificate of origin, the Dubai Chamber issues one naming the country where each part was made, such as Japan or Thailand, rather than the UAE. A part made in Japan claims no East African or COMESA preference however it travels, so plan on the full tariff rate for every line.
| Document | Who prepares it | Rwanda detail |
|---|---|---|
| Commercial invoice, HS code per line | Easy Auto | Importer's TIN and VAT number printed on it |
| Packing list | Easy Auto | Cartons listed in invoice order |
| Certificate of origin | Dubai Chamber, when your agent asks | Names the true origin, such as Japan |
| Bill of lading or air waybill | Your cargo agent | Kigali consignee, in transit through Kenya, Uganda or Tanzania |
| Import declaration | Your clearing agent, in the single window | Digital only; paper no longer accepted |
| Goods arrival notice | Your clearing agent | Verified by the Rwanda Standards Board |
How a Dubai order reaches Kigali by road or by air
Your cargo agent collects the packed order from us in Dubai and picks the corridor. The Northern Corridor runs from the port of Mombasa through Kenya and Uganda into Rwanda; the Central Corridor starts at Dar es Salaam, whose port authority counts Rwanda among the seven landlocked countries it serves. Goods cross Kenya and Uganda, or Tanzania, under customs transit, backed by a bond, and pay duty only on entering Rwanda. Small, urgent lots can fly straight to Kigali instead.
We print no transit time or freight price for Kigali, because none we found is current. The only published sea figure we hold predates the 2026 war: a forwarder's guide of 27 February 2026 gave 7 to 14 days from Jebel Ali to Mombasa, and by early September container traffic through the Strait of Hormuz was close to a standstill. The road leg to Kigali and its border crossings come on top, so ask your agent for a price and a time to Kigali itself.
| Route | What it suits | Ask the agent about |
|---|---|---|
| Sea to Mombasa, then the Northern Corridor | Full or shared containers | The transit bond across Kenya and Uganda |
| Sea to Dar es Salaam, then the Central Corridor | Containers and pallets of mixed lines | Transit papers through Tanzania |
| Air to Kigali | Sensors, lamps, gasket kits and urgent lines | Carrier rules; batteries and fluids stay out of our quotes |
Paying for a Rwanda order, and checking the quote is ours
A person confirms how to pay on WhatsApp once the quote is agreed. We do not take mobile money or cryptocurrency. Pay from an account held by the business named as importer on the single-window declaration, so the payer, the TIN on our invoice and the consignee on the waybill are one company; a mismatch between them invites questions from your bank and from customs that a clean file avoids.
English is one of Rwanda's official languages alongside Kinyarwanda and French, so a Kigali order can run in one language from the first message to collection, and we answer on WhatsApp in English. Start the chat from the button on this page rather than from a number someone forwarded, and treat any request to change bank details as false until it is confirmed in that same chat. Your agent can count the cartons against our packing list in Dubai.
Left-hand drive since 2005: why Gulf-spec parts fit Rwandan cars
Rwanda drives on the right and, under a 2002 presidential decree that took effect in 2005, stopped registering right-hand-drive cars, The New Times reported in coverage we saw only as a search summary. A February 2015 order brought back three exceptions: trucks of 20 tonnes and over, cross-border buses and road tractors. So the cars, pickups and SUVs a Kigali garage works on have the steering wheel on the same side as the versions sold in the Gulf.
That makes side-specific parts from UAE stock a natural fit, which is not true next door. A Gulf-specification headlamp, wing mirror, bumper or door for a left-hand-drive Prado or RAV4 matches the steering side, and its dipped beam falls the right way for right-hand traffic; steering racks and pedal parts match too. Trim level, facelift year and sensors still vary, so we confirm every body, lighting and steering line by VIN or part number before it is priced.
Two cases still need care. Heavy trucks and cross-border buses may be right-hand drive under the 2015 exceptions, so their steering racks, pedal boxes and lamps are quoted against the vehicle's own part number. And a Rwandan trader who also sells across the Ugandan or Tanzanian border needs the opposite hand for those lines, because both countries keep left and run right-hand-drive vehicles; tell us which country each part is for.
What Rwanda drives, and the grade we quote first for each
The Dubai channel already shows in Rwanda's books. TrendEconomy's figures for 2022 put the UAE second among Rwanda's vehicle-part suppliers, with USD 2.48 million or 23% of USD 10.73 million, behind China at 38% and far ahead of South Africa at 8.9% and Japan at 4.1%. The fleet is small and mostly two-wheeled: The New Times reported in January 2026 that registrations had passed 390,000, and a summary of that report gives 215,097 of them as motorbikes.
Toyota has long led the four-wheeled part. A 2019 New Times report on imports, which we saw only in summary, named the RAV4, Corolla and Carina as the dominant imports, and we also quote for the Land Cruiser, Prado and Hilux, which the Gulf sells in the same left-hand-drive form. The shift since then is to hybrids: imports grew 237-fold from 2021 to 2024 on RRA data, and the US guide says hybrids pay reduced rates while electric cars are duty-free until June 2028.
For a hybrid we quote the service lines, filters, pads, wiper blades, sensors and cooling parts, by VIN. We leave traction and 12-volt batteries out of export quotes, with fluids and airbag modules, because carriers can treat them as dangerous goods. The grade sets the price: on Dubai shelves on 3 November 2026 the genuine Toyota front pads for the current Land Cruiser and Prado, part 04465-60380, cost AED 322 to 399 with VAT, while a set from MK Kashiyama, a Japanese brake brand, cost AED 216.
| Vehicle | Why it is on the list | What we quote first |
|---|---|---|
| Toyota RAV4 and Corolla, petrol and hybrid | Named as leading imports in 2019 reporting | OE-brand and quality aftermarket filters, pads and suspension; genuine on request |
| Toyota Land Cruiser and Prado | Sold in the Gulf in the same left-hand-drive form | Suspension, brake and cooling parts; lamps and panels by VIN |
| Toyota Hilux | Gulf and Rwandan pickups share the steering side | Clutch, brake, filter and suspension lines in all three grades |
| Hybrids of any make | Imports grew 237-fold, 2021 to 2024 | Service and cooling parts by VIN; no batteries |
| Heavy trucks and cross-border buses | May be right-hand drive under the 2015 exceptions | Filters and brake parts; side-specific lines by the vehicle's own number |
What we do in Dubai and what your side does in Rwanda
We do the sourcing and the paperwork that starts in Dubai: matching your list to VINs and old part numbers, finding each line among UAE distributors and aftermarket ranges, naming its grade and brand, and issuing the invoice and packing list your clearing agent needs for the single window. When you accept and payment is confirmed, we pack to your agent's instructions for the corridor or the flight and hand the cartons over in Dubai.
Rwanda is your side. Your business is the importer of record, your clearing agent lodges the declaration and the arrival notice, and you pay duty, levies and VAT to the Rwanda Revenue Authority. Your agent books the sea leg, the transit and the road, or the flight, and once the load has left the UAE passes us the customs exit papers; without that proof a sale collected in Dubai carries 5% UAE VAT.

Questions buyers ask
- How do I import spare parts from Dubai to Kigali?
- Put the part numbers or VINs on a WhatsApp list, and a person returns a price for every line with its grade and brand named. Your own cargo agent picks the cartons up in Dubai and routes them by sea to Mombasa or Dar es Salaam and by road to Kigali, or flies them. Your clearing agent lodges the declaration in Rwanda's single window and pays duty, levies and VAT.
- Do Gulf-spec headlights and body parts fit cars in Rwanda?
- Usually, yes. Rwanda has refused to register right-hand-drive cars since 2005, so its cars share the steering side of the Gulf versions and GCC-spec lamps, mirrors and panels match. Trim and facelift year still differ, so we confirm each body or lighting line by VIN or part number. Heavy trucks and cross-border buses may be right-hand drive.
- What duty does RRA charge on car parts from Dubai?
- Most parts pay 10% under the East African tariff, and filters, batteries and tyres pay 25%, on the CIF value. Rwanda adds a 1.5% infrastructure levy and a 0.2% African Union levy, then 18% VAT on CIF plus duty. On our arithmetic that is about 31.5% or 49.2% of CIF, before withholding tax and handling fees.
- Do car parts for Rwanda need a pre-shipment certificate?
- The US Commerce Department's March 2026 guide describes no pre-shipment inspection for Rwanda. Instead the goods arrival notice is verified by the Rwanda Standards Board, and customs may check documents and goods at the border and audit importers afterwards. That makes a clear brand and part number on every box worth insisting on.
- Can you supply hybrid parts and hybrid batteries?
- Hybrid service parts, yes; batteries, no. Filters, pads, wiper blades, sensors and cooling parts for hybrids are quoted by VIN. Traction and 12-volt batteries, fluids and airbag modules stay out of our export quotes, because carriers can treat them as dangerous goods. Rwanda's hybrid imports grew 237-fold from 2021 to 2024.
- Can I pay with mobile money?
- No. We do not take mobile money or cryptocurrency. A person confirms how to pay on WhatsApp once the quote is agreed. Pay from the account of the business named as importer, so that the payer, the TIN on our invoice and the consignee on the waybill all match.
- Is it worth importing one or two parts to Rwanda?
- Rarely. The single-window declaration, the transit bond across Kenya or Tanzania and your clearing agent's fee are paid per consignment, so a full list spreads them thinly. We quote Rwandan orders by the list at trade quantities, and a garage can pool several cars' needs into one list.
