How to import car parts from Dubai to Angola

Updated

The quick answer

Registered importers, workshops and fleets in Angola can order new genuine, OE-brand and quality aftermarket parts from us by the list, mostly for the Toyota Hilux, Land Cruiser and Prado. Your own cargo agent collects in Dubai and books the freight to Luanda or Lobito. The document that most often holds a first shipment up is the CNCA loading certificate, which Angolan ports require. A person quotes every line on WhatsApp, in English.

Key facts

  • In Angola's own 2023 customs data the UAE ties China as the largest recorded supplier of other vehicle parts (HS 870899): USD 4.50M each, about 23%.
  • Portugal is close behind in the same data at USD 4.04M, of a USD 19.46M total.
  • Shipments bound for Angolan ports need a CNCA loading certificate, issued by the council's authorised agent in the country of origin.
  • VAT is 14%, with a 2% general customs fee and 1% stamp duty; import duty averages 10.9% within a 2 to 50% range.
  • Only registered companies can apply for Angola's import licence, and pre-shipment inspection has not been mandatory since Decree 63/13 of 2013.
  • Angola caps imported light vehicles at three years of use under Decree 71/15; a 2018 report seen only in summary says six.

What new parts Angola admits, and why its fleet buys new

Angola's car rules keep its fleet recent. Presidential Decree 71/15 of March 2015 admits used light vehicles with at most three years of use, and a VerAngola report that month put the heavy-vehicle limit at eight. A June 2018 report, which we could read only in summary, says the light-vehicle limit moved to six years. Whichever figure your clearing agent applies today, the Hilux, Prado or Land Cruiser on an Angolan road is a recent model, and recent models are kept running on genuine, OE-brand or quality aftermarket parts.

New parts face paperwork more than product certification. The US Commerce Department's guide for Angola says pre-shipment inspection stopped being mandatory under Presidential Decree 63/13 of June 2013, and it ties licensing to sensitive goods such as food, medical devices, medicines and farm inputs. We found no Angolan conformity certificate demanded on new car parts before they leave Dubai, so the checks that matter are the documents covered further down this page.

We found no Angolan rule on imported used parts, and we export new parts only. One older report deserves a caution. In 2018 the government was reported to have barred car-parts sales outside authorised establishments, to curb car theft. We saw that report only as a search summary and could not confirm whether the rule is still applied, so a trader who sells from a market rather than a licensed shop should check with a local adviser before importing.

The trade data shows why Angolan buyers already look to Dubai. In Angola's own customs records for 2023, the UAE tied China as the largest recorded supplier of other vehicle parts, HS 870899, at USD 4.50 million each, with Portugal close behind. UAE records for the same year show USD 13.42 million of that line leaving for Angola, a gap that suggests much of the flow is declared differently on arrival.

What Angola charges on a car part at Luanda

The sources we could read publish no single duty rate for car parts in Angola. The US Commerce Department's guide, last published in February 2024, puts the average import duty at 10.9% within a range of 2 to 50%, charged on CIF value, and sends importers to the customs pages of the Angolan tax authority to work out the rate for a specific product. Each part line on your invoice takes its own rate, read by your clearing agent.

The guide lists further charges on CIF value: a general customs fee of 2%, stamp duty of 1%, and a brokerage fee that averages 0.5 to 2% and may not exceed 2%. VAT has applied since 1 October 2019 at 14%. At the port the guide gives USD 90 in port fees for a 20 ft container and USD 153 for a 40 ft, terminal handling of up to USD 278 and USD 473, and demurrage of USD 40 a day on a 40 ft box.

As arithmetic only, a part paying the 10.9% average, plus the 2% fee, 1% stamp duty and 14% VAT, carries between about 28% and 30% of its CIF value in charges before brokerage, depending on whether VAT is taken on the CIF value alone or on the value plus duty and fees. The guide does not say which, so treat that range as a sense of scale and ask your clearing agent for the real assessment.

The papers Angola asks for, starting with the CNCA certificate

The document that holds up most first shipments is the loading certificate, known as the CNCA certificate after the National Council of Angolan Shippers. The US guide says shipments bound for Angolan ports need one, issued by the council's authorised agent in the country of origin. For a consignment leaving Dubai, ask your cargo agent to apply for it before the cargo is loaded, and to tell you how long it takes from the UAE.

The guide lists the rest of the set: the commercial invoice, the Documento Único customs declaration, a declaration of customs value, the packing list, terminal handling receipts, a SOLAS certificate and an import licence from the Ministry of Industry and Trade. It adds that only registered companies can apply for an import licence, which makes our natural buyer in Angola a registered importer, workshop or fleet operator rather than a private owner.

From our side the invoice names the HS code, brand and grade on every line, and the packing list matches the cartons your agent receives. The Dubai Chamber's certificate of origin lists the place of manufacture, such as Japan or Korea, rather than the UAE, so a re-exported part carries no claim to Gulf or Arab tariff preference. Once the UAE export declaration is filed through Mirsal 2, Dubai Customs issues the exit certificate that proves the goods left.

How your agent moves the order from Dubai to Luanda or Lobito

We pack the order to your agent's instructions and hand it over in Dubai. From there your cargo agent or forwarder books the freight to Luanda or Lobito, arranges the CNCA certificate and the UAE export filing, and your clearing agent in Angola takes over at the port. Easy Auto does not book freight, set transit times or clear goods into Angola, so price and timing are agreed between you and your agent.

Sea freight out of Jebel Ali needs a 2026 check. Ships leave the Gulf through the Strait of Hormuz, where Semafor reported container traffic close to a standstill on 2 September 2026 because of the war, and we have not seen the November position. Ask your agent which lines are taking cargo for Luanda and Lobito now, and how long the routing adds, before you size the order around one sailing.

We have no Luanda or Lobito rate card to publish. The nearest published figures are one Dubai forwarder's bands for African ports in general, undated and read on 7 October 2026: a shared container at USD 45 to 120 per cubic metre with a USD 200 to 400 minimum, a full 20 ft container at USD 800 to 2,500 and a 40 ft at USD 1,200 to 3,800. Add Angola's port, terminal and clearing charges from the table above.

Paying from Angola, and making sure the quote is ours

A person confirms how to pay on WhatsApp once you accept the quote, and the order is not released to your agent before that is settled. This page publishes no payment method or terms. We do not offer escrow, and the research behind these pages found in September 2026 that Escrow.com lists Angola among the countries it does not support. Tell the person quoting how your Angolan bank normally pays a foreign supplier, so the arrangement is clear from the start.

Most Angolan buyers write in Portuguese. We answer on WhatsApp in English, and the most reliable quotes come from lists that need no translation: part numbers, VINs, engine codes such as 1VD-FTV or 3UR-FE, and photographs of the old part's label. Before paying, check that the quote and any payment details came from the chat you started with us; instructions from another number, or naming a private payee, are a reason to stop and ask.

Left-hand drive in Angola: where Gulf-spec parts fit

Angola drives on the right in left-hand-drive cars, like the Gulf states, so the parts that depend on steering side line up. Gulf-specification headlamps, tail lamps, mirrors, bumpers, wings and dashboard parts are made for the same side as an Angolan car. In a 2022 report the business weekly Expansão named the UAE among Angola's traditional vehicle suppliers, before China overtook them, which suggests part of the fleet was built to Gulf specification in the first place.

Specification is still worth confirming line by line. A Land Cruiser 200 sold through a Gulf dealer, one sold new in Luanda and one imported from Europe can differ in engine, emissions equipment and lamp units. Send the VIN or the part number stamped on the old part, and the person quoting checks the Gulf-sourced line against your car before pricing it.

The Land Cruiser, Hilux and Prado parts we quote for Angola

Angola's working fleet is built around Toyota's pickups and four-wheel drives: the Hilux, the Land Cruiser 70 and 200, the Prado and the Corolla, with Hyundai and Suzuki behind them. One market report, seen only in summary and of unclear year, put Toyota at almost 40% of new-car sales. Chinese makes are rising fast: Expansão counted 4,517 Chinese vehicles among 17,342 imported in 2021, about 26%, and a Chinese share of 21.2% of the 14,029 imported in the first half of 2022.

Engine work is a large part of Angolan demand. UAE records for 2023 show 84 petrol engines over 1,000 cc exported to Angola, the most of any West or Central African market in our research, and USD 145,000 of gearboxes. Our own Angolan enquiries asked for Land Cruiser 200 parts with the 3UR-FE V8 and for Toyota diesel engines including the 1VD-FTV and 2GD-FTV. Most were asking for used engines, which we do not supply; for those jobs we quote the new parts that rebuild and service the engine instead.

Grades matter on these cars because the price gap is wide. On 3 November 2026 Dubai sellers priced the Toyota front pad set 04465-60380, which fits the Prado 250 and Land Cruiser 300, at AED 322 to 399 genuine, AED 216 for a set from MK Kashiyama, a Japanese brake brand, and AED 58 to 73 for budget brands, VAT included. Genuine ran about one and a half times the OE-brand set and four and a half to seven times the budget pads.

What we handle in Dubai, and what stays with you in Angola

Our part: we take the list, source each line from UAE distributors and aftermarket suppliers, and reply with the brand and grade on every line. Once you accept and payment is confirmed, we pack to your agent's instructions, match the cartons to the packing list and hand over in Dubai. Your part: you are the importer of record, so the import licence, the Documento Único, Angolan duty, VAT, port and terminal charges and clearing stay with you and your agents.

Make the order a trade list. The CNCA certificate, the broker, the port fee and the terminal charge are paid per shipment, so a single filter set carries them all on its own, while a pallet of service parts for a Hilux and Land Cruiser fleet spreads them thin. Group the list by model and engine code, and the person quoting can work through it in one pass.

  • New parts only. We do not supply used parts, half-cuts or rebuilt engines.
  • Your own cargo agent or forwarder collects the parts in Dubai and ships them on. We do not ship abroad, book destination inspections or clear customs at your end.
  • Before you pay, ask for photos of the parts with their part numbers in view.

UAE parts shops that export

These shops are here because our record of each one lists exporting, sending parts outside the UAE, among what it offers. It is a record of what they told us or published, not a check that they send parts to Angola today or of what is on the shelf, and none of them has paid to be here. Ask how the part reaches you, and who handles the export paperwork, before you pay.

Questions buyers ask

How do I import car parts from Dubai to Luanda?
Send your list on WhatsApp with part numbers, VINs or engine codes, and a person quotes each line with its grade and brand. Your cargo agent collects in Dubai, arranges the CNCA loading certificate and books the freight to Luanda or Lobito. You, as the registered importer, clear the goods and pay Angolan duty and 14% VAT.
Do you reply in Portuguese?
No, we answer on WhatsApp in English. Most Angolan buyers write in Portuguese, and that is fine: lead with part numbers, VINs, engine codes and photographs of labels, which need no translation, and keep the descriptions short. The quote comes back in English with each line's brand and grade.
What is the CNCA certificate?
It is the loading certificate that the US Commerce Department's guide says shipments bound for Angolan ports require, issued by the authorised agent of the National Council of Angolan Shippers in the country of origin. Your cargo agent applies for it before the cargo is loaded in Dubai.
What tax will I pay on car parts imported into Angola?
Duty depends on each part's tariff line; the US guide gives an average of 10.9% within a 2 to 50% range. Add a 2% general customs fee, 1% stamp duty, brokerage capped at 2% and 14% VAT, all from the guide's February 2024 edition. Your clearing agent's assessment is the figure you pay.
Can you supply a used engine for my Land Cruiser?
No. We export new parts only. For a 3UR-FE, 1VD-FTV or 2GD-FTV job we quote the new parts the rebuild needs, such as gasket sets, timing parts, water and oil pumps, bearings and injector parts, by engine code. Send the engine code and your mechanic's list.
Do Gulf-spec parts fit cars in Angola?
Side-specific parts generally do, because Angola and the Gulf both drive left-hand-drive cars, so lamps, mirrors and body panels are made for the same side. Engines and emissions parts can still differ by market, so send the VIN or the old part's number and the person quoting confirms the match first.
Can I order one part for my own car?
We quote export orders by the list, at trade quantities, not one or two pieces. The CNCA certificate, brokerage and port charges are paid per shipment, so a single part rarely makes sense from Dubai. A registered importer, workshop or fleet ordering a pallet of service parts is the order that works.
Can I pay through escrow or a mobile wallet?
No. We do not offer escrow or mobile money. A person confirms how to pay on WhatsApp once you accept a quote, and nothing is handed to your agent until that is settled. Check that payment details reach you in the same chat you started with us.
