The certificate Zimbabwe asks for before parts ship
Zimbabwe's consignment-based conformity assessment, known as CBCA, is the rule that catches most first-time importers. Statutory Instrument 35 of 2024 lists heading 87.08, parts and accessories of motor vehicles, among the goods that must be assessed outside Zimbabwe by a body the Minister of Industry and Commerce appoints. For a UAE load that means assessment in the UAE. The rule applies to a consignment worth more than US$1,000 free on board.
The cost of skipping it is written into the instrument. Goods that arrive without a certificate go to destination assessment, the importer pays a penalty of 12% of the CIF value plus storage, transport to a bonded warehouse and testing, and goods that fail can be sent back to the country of dispatch or destroyed at the importer's cost. The instrument also makes both importer and exporter responsible for seeing the assessment done, so a seller who ships without it is not clear of the problem.
Which body takes your application can change. Bureau Veritas, Cotecna and Intertek have each published Zimbabwe CBCA pages, and Intertek announced a new contract running from 1 August 2025. Your clearing agent should confirm the current body, and who will apply, before the goods are collected in Dubai.

What Zimbabwe charges on car parts
ZIMRA works duty out on the CIF value and adds VAT, whose standard rate on ZIMRA's own page is 15.5%. The duty rates below come from the Customs and Excise Tariff Handbook on ZIMRA's site, S.I. 203 of 2022, which is the latest edition ZIMRA lists. Rates move by statutory instrument, so ask your clearing agent to check the current figure on ZIMRA's online tariff tool before you commit to a price.
Clearance is done by registered clearing agents on a bill of entry, backed by the supplier's invoice, packing list, bill of lading for sea cargo, freight statement and a value declaration. Used tyres are a separate matter: retreaded or used pneumatic tyres appear on the list of goods needing an import licence from the Ministry of Industry and Commerce under S.I. 59 of 2026, so we do not arrange them for Zimbabwe. We found no comparable licence for used engines, gearboxes or other used parts, but a used part above US$1,000 FOB still needs the CBCA certificate.

How parts get from Dubai to Zimbabwe
Easy Auto is not a shipper and quotes no delivery date. A part is found in UAE stock or in a Sharjah or Dubai yard or market, and the cargo agent or forwarder you appoint takes it from Dubai, books the leg and files the export and import papers. Zimbabwe has no coast, so the sea leg stops in another country and a truck finishes it.
Two gateways do most of the work. The southern one is Durban followed by the road through Beitbridge, which Wikipedia describes as the busiest road border post in Southern Africa. The eastern one is Beira in Mozambique, which is the end of the Beira to Bulawayo railway through Machipanda; one trucking operator gives about 600 km and one to two days by road from Beira to Harare. Your agent chooses the route by price and by what is on the quay.
Sailing time is a separate question from delivery. One Maersk loop that calls at Jebel Ali and then Durban, via India and Sri Lanka, shows 24 days port to port, before clearing and the road leg, and we promise no delivery dates. The Zimbabwe market and what Dubai stock suits it
Zimbabwe drives on the left, and its 2024 vehicle imports from Japan were about US$100 million in UN Comtrade data on TradingEconomics. The parts trade is murkier. UAE customs data recorded US$41.58 million of vehicle parts and accessories sent to Zimbabwe in 2024, while Zimbabwe's own return recorded US$5.09 million arriving from the UAE. The two sets disagree, as mirrored trade data often does, but both show a real flow.
TradingEconomics's breakdown of the 2024 Japanese imports lists US$53.58 million of goods vehicles, a class that includes pickups, against US$44.09 million of passenger cars. Toyota is the top make in the export requests our parts desk has logged, which points to Hilux-type pickups and Toyota cars: engines, gearboxes, suspension and driveline parts from UAE stock. Look at the lamp markings before paying. Dipped beams are shaped for one side of the road: the UAE drives on the right and Zimbabwe on the left, so a headlamp from a UAE-market car aims its low beam the wrong way unless it carries a left-hand-traffic marking or one that covers both.
Pooling parts so the certificate fee is not wasted
The fee has a floor. For used parts it is 0.50% of FOB value but never less than US$245, so on a consignment just over the US$1,000 line the minimum is about a quarter of the goods' value, and the fee stays at US$245 until FOB passes US$49,000. It stops rising at US$2,650, which is reached at US$530,000. That arithmetic is why a single cheap part assessed alone is poor value, and why pooling matters: several parts from one or more Dubai suppliers can go into one load, and the instrument prices a consolidated container at 0.65% of its FOB value.
A consignment of US$1,000 FOB or less sits under the instrument's threshold. How a load is declared is for your agent and ZIMRA, and we do not advise cutting an order into pieces to stay under the line. Ask your agent to put the certificate cost, and who applies for it, in writing before you pay for the parts.
Wet or lithium batteries, airbags and pretensioners, gas struts, fluids and undrained engines stay off our export list until a dangerous-goods contract and a trained shipper exist. Light, valuable, well-labelled parts suit air through your agent; engines, gearboxes and half-cuts go by sea.
