How to import car parts from Dubai to Cameroon
Updated
The quick answer
Workshops, fleets and parts dealers in Cameroon can order new genuine, OE-brand and quality aftermarket parts from us by the list, each line graded so you can weigh it against the cheap Chinese parts that dominate the market. Your own cargo agent collects in Dubai and books the freight to Douala. The rule that matters most: since November 2021 almost every consignment needs an ANOR certificate of conformity under PECAE, issued after an inspection before shipment. A person quotes on WhatsApp, in English.
Key facts
- The UAE reported US$26.4M of vehicle-parts exports (HS 8708) to Cameroon in 2023, on its own UN Comtrade filing.
- In Cameroon's own 2023 data China supplied 53% of other vehicle parts (HS 870899); Nigeria was second and the UAE fifth, at 4%.
- Consignments with a bill of lading dated 15 November 2021 or later need an ANOR certificate of conformity under PECAE, unless the goods are exempt.
- A Route A PECAE inspection costs 0.45% of FOB value, with a minimum of EUR 300 and a maximum of EUR 7,000, per Intertek's schedule.
- Total VAT is 19.25%; CEMAC duty runs up to 30% by category, plus a 0.2% African Integration Contribution on non-AU goods.
- Cameroon sets no age limit on imported cars; the 2026 finance law taxes older ones instead, 12.5% from 13 to 20 years and 25% above.
- Sea cargo to Cameroon needs a BESC electronic cargo tracking note from the Cameroon National Shippers' Council.

What new parts Cameroon admits, and ANOR's PECAE certificate
Cameroon checks conformity before goods sail. Its standards agency, ANOR, runs a programme known as PECAE, and Intertek's guide for exporters says every consignment with a bill of lading dated 15 November 2021 or later is regulated unless its products sit on an exempt list. That list covers items such as arms, diplomatic goods, returned goods, donations, scrap metal and works of art. Car parts are not on it, so a parts order from Dubai needs ANOR's certificate of conformity to clear Cameroonian customs.
The certificate rests on an inspection. An inspection body working for the programme checks the consignment against Cameroonian standards, or relevant regional or international ones where no national standard exists, and issues an attestation of conformity; Intertek, SGS and TÜV Rheinland each publish guides to the process. ANOR then issues the certificate from that attestation. Route A is for occasional shipments; Routes B and C give frequent exporters of registered or licensed products a one-year registration or licence and a lighter check per consignment.
Cameroon's vehicle rules work through tax rather than bans. Cameroon Tribune reported that any vehicle may be registered after clearance whatever its age, and the 2026 finance law, reported by Ecomatin and AllAfrica, added an excise by age instead: nothing on cars under 12 years old, 12.5% on those aged 13 to 20 and 25% on older ones. We found no Cameroonian rule on imported used parts in our sources, and we export new parts only, so every line on a quote from us is new and boxed.
| Route | Who it suits | Fee, share of FOB value | Minimum and maximum |
|---|---|---|---|
| A | Non-registered, non-licensed products; most first orders | 0.45% | EUR 300 minimum, EUR 7,000 maximum |
| B | Registered products, with a statement valid one year | 0.40% | EUR 300 minimum, EUR 7,000 maximum |
| C | Licensed products, with a licence valid one year | 0.27% | No minimum shown, EUR 7,000 maximum |
What Cameroon charges on parts cleared at Douala
Cameroon applies the CEMAC common external tariff. The US Commerce Department's guide, last published in April 2026, sets out five categories: 0% for certain cultural and aviation goods, 5% for essentials, 10% for raw materials and equipment, 20% for intermediate and miscellaneous goods and 30% for fast-moving consumer goods. Each part's category is read from its tariff line in the customs nomenclature on the Cameroon Trade Hub site, so a mixed consignment can pay two or three different rates.
VAT is 17.5%, and a municipal surcharge of 10% of the VAT lifts it to an effective 19.25%, the total PwC also gives in its summary reviewed in August 2026. PwC adds an African Integration Contribution of 0.2% on goods from outside the African Union, which catches a Japanese or Korean part collected in Dubai. Cameroon's excise, at 5 to 50%, is aimed at alcohol, tobacco and luxury goods in the US guide, and we found none listed on ordinary replacement parts.
As arithmetic only, assuming VAT is charged on the customs value plus duty and the integration contribution, a part in the 10% category carries about 31% of its value in charges, one in the 20% category about 43% and one in the 30% category about 55%. The PECAE inspection fee comes on top, at 0.45% of FOB value on Route A with its EUR 300 minimum. Your clearing agent in Douala gives the real assessment, line by line.
| Charge | Rate | Note |
|---|---|---|
| Customs duty, CEMAC tariff | 0, 5, 10, 20 or 30% by category | Category read from the tariff line |
| VAT | 17.5% | Most goods |
| Municipal surcharge on VAT | 10% of the VAT | Effective VAT of 19.25% |
| African Integration Contribution | 0.2% | Goods from outside the African Union |
| PECAE certificate, Route A | 0.45% of FOB, EUR 300 to EUR 7,000 | Per consignment |
| All charges, a line at 10% duty | About 31% | Our arithmetic, before the PECAE fee |
| All charges, a line at 20% duty | About 43% | Our arithmetic, before the PECAE fee |
| All charges, a line at 30% duty | About 55% | Our arithmetic, before the PECAE fee |
Cameroon's papers: PECAE, BESC, SGS verification and invoices
Three Cameroonian requirements surround the consignment. Before shipment comes the PECAE certificate described above. For the sea voyage the US guide requires a BESC, the electronic cargo tracking note, obtained from the Cameroon National Shippers' Council. On arrival the importer asks SGS for an attestation of verification by the time the cargo manifest is validated, and the guide says SGS issues the final attestation within eight hours once the file is complete.
The file SGS asks for includes the bill of lading or air waybill, the final invoice, the packing list, a local insurance certificate, the customs clearance number and the cargo manifest number. Our part is the pro-forma and final invoices, each giving the part number, brand, grade, HS code and value of every line, and a packing list that matches the cartons. The PECAE inspector checks those same papers against the goods in the UAE, so the order should be final before the inspection is booked.
Ask for the Dubai Chamber's certificate of origin with the order. It records where each part was made, such as Japan, Korea or Germany, rather than the UAE. That matters twice in Cameroon: the 0.2% integration contribution applies to goods from outside the African Union, and the zero duty that members of the Central African community, ECCAS, enjoy does not reach a part re-exported from Dubai. On the UAE side, the export declaration goes through Mirsal 2 and Dubai Customs then issues an exit certificate.
| Document | Who produces it | Why Cameroon needs it |
|---|---|---|
| PECAE attestation, then ANOR certificate of conformity | The inspection body, then ANOR | Required for clearance at Cameroonian customs |
| BESC electronic cargo tracking note | Your agent, from the National Shippers' Council | Required for the sea voyage |
| Pro-forma and final invoice | Easy Auto | HS code, brand, grade and value on every line |
| Packing list | Easy Auto | Matched to the cartons inspected in the UAE |
| Certificate of origin | Dubai Chamber | Names the maker's country, which decides the 0.2% contribution |
| Local insurance certificate | A Cameroonian insurer, bought by you | Part of the SGS file |
| SGS attestation of verification | SGS, at your request in Cameroon | Issued within eight hours of a complete file |
| Bill of lading or air waybill | Your cargo agent | Issued when the freight is booked |
How the parts get from Dubai to the port of Douala
Your cargo agent or forwarder collects the packed consignment from us in Dubai, books the PECAE inspection and the freight to Douala, and obtains the BESC, and a clearing agent in Douala takes it over at the quay. We pack to the agent's instructions, but Easy Auto does not book the inspection or the freight, choose a sailing or clear goods in Cameroon. The freight price and the transit time are agreed between you and your agent, never by us.
Gulf sea routes have a 2026 complication. Ships from Jebel Ali have to clear the Strait of Hormuz, where Semafor found container traffic barely moving on 2 September 2026, and we do not know the November picture. Ask your agent which line is loading for West and Central Africa, whether it is trucking cargo to an east-coast UAE port first, and how it will file the BESC on that routing, before you build the order around one sailing.
Many Cameroonian traders already buy across the Nigerian border. In Cameroon's own 2023 data Nigeria was the second-largest declared supplier of other vehicle parts, at US$1.41 million, behind China and ahead of France, and a 2010 University of Maroua study described the cross-border parts trade as particularly heavy with Nigeria. A dealer who now restocks through Nigerian wholesalers can price the same list from Dubai, with each line's brand and grade in writing, and compare the two on paper before choosing.
Paying from Cameroon under BEAC rules, and checking it is us
A person confirms how to pay on WhatsApp after you accept the quote, and the consignment is not released to your agent until payment is settled. Plan for Cameroon's foreign-exchange process. The US guide, last published in February 2024, says the regional central bank, BEAC, requires banks to surrender foreign-currency remittances to it and to bundle their customers' requests into one application to the national BEAC office, a process businesses say takes anywhere from several days to several weeks.
The same guide reports an IMF figure of a 30% denial rate on those requests, which BEAC blamed on non-compliance. Give your bank a complete file from the start: our pro-forma invoice with every line and HS code, and the PECAE paperwork once it exists. Then check the payee. The quote and any payment details should reach you in the WhatsApp chat you began from this page, and a new number or a private person named as payee is a reason to stop and ask.
Left-hand drive in Cameroon: which Gulf-spec parts fit
Cameroon drives on the right, in left-hand-drive cars, as the Gulf does. Gulf-specification headlamps, tail lamps, mirrors, bumpers, wings and dashboard trim are therefore made for the correct side, and can join the brake, filter and suspension lines on one Douala order. The match still has to be confirmed on the model and build, because the same badge can carry different engines and lamp units from one market to the next.
Cameroon's cars come from many markets, and few of them were built for the Gulf. The 2010 Maroua study described Dubai as a hub that mainly handled Japanese parts bought in bulk by African wholesalers, while European parts arrived from Italy, Belgium, Germany and France. A Corolla first sold in Europe and one sold in the Gulf can take different numbers for the same part, so send the VIN or the number stamped on the old part with every line, and it is matched to the build before pricing.
Genuine and quality aftermarket against cheap Chinese parts
China owns the cheap end of Cameroon's parts market. In Cameroon's own customs data for 2023 it supplied US$8.22 million of the US$15.44 million of other vehicle parts declared, 53%, while the UAE came fifth at US$0.62 million. The 2010 Maroua study described China as a large source of parts adaptable to every make at very low prices, and found a headlamp that cost 100,000 FCFA at a dealer selling for 10,000 to 15,000 FCFA in the market.
We do not try to beat those prices. What a Douala workshop or fleet gets from us is a part with its brand and grade named on the quote: genuine, OE-brand from a maker that supplies carmakers, or quality aftermarket. The Dubai ladder measured on 3 November 2026 shows the spread on Toyota front pads 04465-60380: AED 322 to 399 genuine against AED 58 to 73 from budget brands, VAT included, so the cheapest sets cost between about a seventh and a quarter of the genuine price. Quality aftermarket sits between the two.
No source we read breaks Cameroon's fleet down by make. Toyota is represented by CAMI, its distributor, based in Douala's industrial zone, and the research behind these pages expects the Corolla, Hilux, Land Cruiser and RAV4 to make up the core of what Cameroonian buyers ask for, with Mercedes, Hyundai and Kia unverified. The 2026 excise spares cars under 12 years old, which may over time bring in newer models and more demand for their parts, though that is our reading rather than a measured trend.
| Model | New parts we quote | Grades |
|---|---|---|
| Toyota Corolla | Filters, pads, ignition coils, wheel bearings, suspension arms, lamps | Genuine, OE-brand, quality aftermarket |
| Toyota Hilux | Clutch kits, brake shoes and pads, spring bushes, filters, diesel service parts | Genuine, OE-brand, quality aftermarket |
| Toyota Land Cruiser | Brake parts, cooling parts, gasket sets, steering joints | Genuine and OE-brand |
| Toyota RAV4 | Filters, pads, suspension links, wheel bearings, lamps | Genuine, quality aftermarket |
| Mercedes, Hyundai and Kia | Filters, brake and suspension lines by part number | Genuine, quality aftermarket |
What we handle in Dubai, and what stays with you in Cameroon
On our side, a person checks every line against the VIN or the old part number, sources it from UAE distributors and aftermarket suppliers, names its brand and grade, and issues the pro-forma, invoice and packing list with an HS code per line. We do not book or pay for the PECAE inspection: your agent arranges it in the UAE before the goods sail, and its fee sits outside our quote. Batteries, airbag modules, gas-charged shock absorbers and fluids are not quoted for export, since carriers can treat them as dangerous goods.
On your side, you are the importer of record: the BESC, the SGS attestation, the local insurance certificate, duty, VAT and its municipal surcharge, the integration contribution and clearing at Douala are filed or paid by you and your agents. The PECAE minimum of EUR 300 shows why we quote Cameroonian orders as trade lists. On a EUR 10,000 consignment it is 3% of the value, and the percentage fee only overtakes the minimum above about EUR 66,700 of FOB value; on a handful of parts it can cost as much as the parts.

UAE parts shops that export
These shops are here because our record of each one lists exporting, sending parts outside the UAE, among what it offers. It is a record of what they told us or published, not a check that they send parts to Cameroon today or of what is on the shelf, and none of them has paid to be here. Ask how the part reaches you, and who handles the export paperwork, before you pay.

Questions buyers ask
- How do I import car parts from Dubai to Douala?
- Send your list on WhatsApp with part numbers or VINs, and a person quotes each line with its grade and brand. Your cargo agent collects the cartons in Dubai, books the PECAE inspection that must happen in the UAE before shipment, gets the BESC and books the freight, and you clear at Douala and pay duty and 19.25% VAT.
- Do spare parts need a PECAE certificate for Cameroon?
- Yes, in almost every case. Intertek's guide says all consignments with a bill of lading dated from 15 November 2021 are regulated unless their products are on the exempt list, and car parts are not on it. ANOR issues the certificate of conformity on the strength of the inspection body's attestation, and customs clears against it.
- How much does the PECAE inspection cost?
- On Route A, the route for most first orders, Intertek's published schedule is 0.45% of the FOB value, with a minimum of EUR 300 and a maximum of EUR 7,000. Routes B and C cost 0.40% and 0.27% and are meant for frequent exporters of registered or licensed products.
- What duty and VAT does Cameroon charge on car parts?
- Duty follows the CEMAC tariff, from 0 to 30% by category. VAT is 17.5% plus a municipal surcharge, 19.25% in all, and a 0.2% integration contribution applies to goods from outside the African Union. On our arithmetic a part in the 20% category carries about 43% of its value in charges.
- Do you reply in French?
- Quotes and WhatsApp replies are in English, though the invoice and packing list can be written in French on request. English suits buyers in Cameroon's English-speaking regions, and French-speaking buyers get the quickest quotes by sending part numbers, VINs, engine codes and photos of the old part's label, which need no translation at all.
- Are your parts cheaper than the Chinese parts in Douala?
- Usually not, and we do not try to be. China supplied 53% of Cameroon's declared imports of other vehicle parts in 2023. We quote genuine, OE-brand and quality aftermarket lines with the brand named, so a workshop can choose the grade its own customers will pay for, line by line.
- Does Cameroon limit the age of imported cars?
- No. Cameroon Tribune reported that any vehicle may be registered after clearance whatever its age. From 2026 an excise by age applies instead: nothing under 12 years, 12.5% from 13 to 20 years and 25% above 20. Neither rule touches new spare parts, which are all we export.
- Can you supply a used gearbox for my car?
- No. We export new parts only. For a gearbox job we quote new parts by part number, such as clutch kits, bearings, seals and mounts, in genuine, OE-brand or quality aftermarket grades. Send the VIN and the gearbox code from its plate, and a person checks each line before pricing it.
