How to import car parts from Dubai to Ethiopia

Updated

The quick answer

Workshops, fleet operators and parts traders in Ethiopia can order new genuine, OE-brand and quality aftermarket parts from us by the list, mostly for the Toyota cars that dominate Addis Ababa's roads. Your own cargo agent collects in Dubai and routes the goods through Djibouti to Modjo or by air to Bole. Your bank's foreign exchange sets the pace more than freight does, and car batteries or tyres need an ECAE certificate before they leave Dubai. A person quotes each list on WhatsApp, line by line.

Key facts

  • The UAE reported USD 22.3 million of vehicle parts exported to Ethiopia in 2023, almost all re-exports, plus USD 16.8 million to Djibouti (UN Comtrade).
  • In Ethiopia's own 2023 books, China supplied 40% of USD 79 million of parts imports, Japan 24% and India 11%; the UAE missed the top ten.
  • Petrol and diesel car imports stopped in January 2024 and fuel trucks were added in October 2025; we found no rule against new parts for them.
  • ECAE's pre-export check lists car batteries and tyres; Bureau Veritas charges the exporter 0.75% of FOB value, at least USD 265 a shipment (October 2024 datasheet).
  • The birr has floated since 29 July 2024; in January 2026 the parallel rate touched 190 per dollar while banks quoted under 160.
  • Since 25 May 2026, Ethiopian banks may approve letters of credit and cash against documents for foreign-currency account holders without asking the National Bank.
  • The 752 km electrified railway links Djibouti with the Modjo dry port, 73 km from Addis Ababa, which its operator says takes over 78% of imports.
  • Ethiopia drives on the right, so Gulf-spec lamps and body panels match its cars once the VIN or part number confirms the fit.

Which new parts Ethiopia lets in, and what ECAE checks first

Ethiopia runs a pre-export verification of conformity through the Ethiopian Conformity Assessment Enterprise, ECAE, which started on 15 February 2022 with Bureau Veritas and Cotecna appointed to inspect. It does not cover every product. In the annex Bureau Veritas published in October 2024, the vehicle lines are motor vehicle batteries under 8507.10, pneumatic tyres under 4011 and inner tubes under 4013, and electric vehicles under 8703.80. Brakes, suspension, filters, radiators and the rest of heading 8708 were not on that list.

For a listed line, the exporter applies before the goods leave Dubai, with the final invoice, the FOB value and the HS codes as Ethiopia's tariff book writes them, plus test reports or quality certificates. A compliant consignment gets a Certificate of Conformity; one that fails gets a Non-Conformity Report. Bureau Veritas charges 0.75% of FOB value on its standard route, with a minimum of USD 265 and a maximum of USD 2,700 per shipment, and its datasheet says counterfeit goods are not allowed at all.

The list can grow. Cotecna signed a contract with ECAE in May 2024 covering eleven more product types, naming more tyres and specified machinery parts among them, so ask your clearing agent for the current annex before a list mixes batteries or tyres with mechanical parts. For lines ECAE does not name, the datasheet points to international standards or those of the supplying country, so keep the maker's packaging and part number on every line. We do not book ECAE certificates; your agent arranges any the order needs.

Ethiopia stopped importing petrol and diesel cars in January 2024, added fuel-car assembly kits in 2025 and fuel trucks in October 2025. None of the notices we read mentions spare parts, and the cars already on Ethiopian roads still need them. In May 2026 a trade ministry negotiator said the vehicle ban may give way to taxes as part of WTO accession, while adding that fuel cars would not simply be let back in.

What Ethiopian customs adds to the price of a part

Ethiopia stacks its import charges, each calculated on a base that already includes the ones before it. Customs duty comes first, at one of six rates between 0% and 35%. Excise follows where a line carries it, then VAT at 15% on the value plus duty and excise. A 10% surtax is charged on all of that together, and a withholding tax is collected at the border as well. The 2007 surtax regulation exempts motor vehicles but says nothing about their parts.

The duty on vehicle spare parts is the figure we could not confirm from the tariff book. Addis Fortune reported in January 2022 that the August 2021 revision raised it from 25% to 30%, and we found no later source. Treat 30% as a reported starting point and take the applied rate for each HS line from your clearing agent. Electric-vehicle parts land more cheaply: Bloomberg reported a 5% duty on them in February 2026.

Two more points change the sum. Ethiopia grants tariff preferences to members of COMESA, but a part re-exported from Dubai keeps the origin of the factory that made it, such as Japan or China, so no preference applies to it. And because the current withholding rate on imports was not confirmed after Ethiopia's July 2025 income tax amendment, we leave it out of any estimate rather than guess at it.

The papers an Ethiopian importer and the cargo agent need

Ethiopian customs and Ethiopian banks read the same paperwork, so every line has to agree. Our commercial invoice gives each part its HS code, quantity, unit price and grade, and the packing list matches it carton by carton. The invoice value matters twice: ECAE uses the FOB value to set its fee, and since 27 January 2026 Ethiopian banks have checked letters of credit for selected imports against Customs Commission reference prices.

A Dubai Chamber certificate of origin costs AED 100 and states where each part was made, not where it was bought. On the Ethiopian side, a US government guide published in January 2024 lists an import licence or registration number, a bank permit, the bill of lading or airway bill and an insurance certificate. That guide predates the July 2024 currency reform, so ask your bank which permits it still requires before the order is packed.

One UAE rule matters to us. When your agent collects, we need the customs exit certificate within 90 days, or the sale is charged 5% UAE VAT instead of being zero-rated as an export. Ask your agent to pass on the exit certificate together with the bill of lading or airway bill, which also lets you show your Ethiopian bank that the goods are moving.

How your agent moves the goods from Dubai to Modjo or Bole

Your cargo agent collects the packed order in Dubai and chooses the route. By sea, almost all of Ethiopia's freight lands in Djibouti; a government report presented in August 2026, which we saw only in summary, put the share at 96.7%. From the port the goods continue by truck or on the 752 km standard-gauge electrified railway, whose operator says freight now crosses in under 18 hours, against more than three days before it opened.

Most containers end at the Modjo dry port, 73 km from Addis Ababa, which its operator ESL says handles over 78% of Ethiopia's imports. The World Bank reported in May 2026 that some clearances there had fallen from 60 days to 15. Containerised imports have long travelled on a through bill of lading to an inland dry port, and the rules on who may issue one have shifted since 2021, so ask your agent and your clearing agent how your booking will run.

Every sailing from Jebel Ali to Djibouti passes the Strait of Hormuz, where container traffic was almost at a standstill on 2 September 2026, and we have not checked its status this month. Air freight to Bole is the alternative for urgent or light lines. The table gives figures third parties have published for this lane; they are guides, not quotes, and none of them is a promise from Easy Auto.

Paying from Ethiopia now that the birr floats

The National Bank of Ethiopia moved the birr to a market-based rate on 29 July 2024 and scrapped the waiting lists that rationed dollars by priority. Banks were told to allow imports of any value against the right documents. Dollars are still short: in January 2026 the parallel rate touched 190 birr per dollar while banks quoted under 160, and the central bank sold USD 500 million in a single unscheduled auction to meet importers' demand.

How fast your bank pays depends on which route you are on. Since 25 May 2026, banks may approve letters of credit and cash against documents for holders of foreign-currency or retention accounts without the National Bank's sign-off. Importing with your own offshore funds, known as franco valuta, was narrowed on 29 May 2026 so that among traders only foreign-invested and diaspora-backed firms qualify. Ask your bank which route fits you before you build the list.

A person confirms how to pay on WhatsApp once the quote is agreed, and nothing is collected before then. If your bank needs a pro forma invoice to open a letter of credit, say so in your first message, so the quote is laid out with the HS codes and values the bank will compare with Customs prices. Check that every message comes from the WhatsApp number on this page, and treat new payment details from any other number as a warning.

Left-hand drive Ethiopia: what fits from Gulf stock

Ethiopia drives on the right, so its cars are left-hand drive, like those sold new in the Gulf. Gulf-spec headlamps, tail lamps, bumpers and body panels share that handing, and mechanical parts fit by part number whatever the market. Many Ethiopian Toyotas came from the Emirates in the first place: Addis Fortune reported in 2019 that about 85% of the country's cars had arrived as pre-owned imports, mainly from the UAE, which is why Gulf part numbers are familiar in Addis.

Model years and engines still differ between markets, so we match by VIN or by the number on the old part, never by model name alone. A Corolla or Yaris built for the Gulf can carry a different engine or trim from one built for Europe or Japan. Electric cars are a separate case: Ecofin reported in October 2025 that parts for lesser-known Chinese electric brands were hard to find in Ethiopia, so send the VIN and a person checks whether UAE distributors carry that line.

The cars Ethiopia drives and the parts we quote for them

Toyota owns the Ethiopian road. Addis Fortune reported in 2019 that almost 90% of the country's cars were Toyota models, and a 2020 count of one Addis listings site found Toyota on 70% of cars for sale, ahead of Hyundai at 8% and Lexus at 4%. The Corolla led with 16% of listings, then the Yaris at 10% and the Vitz at 9%. Among imported models the Land Cruiser, Hilux and Prado were the top three.

The parc is at least 1.2 million vehicles by an AP count of November 2024, about 13 for every 1,000 people. New sales are tiny beside it: 4,665 light vehicles in 2025, led by the Chinese Roewe i5 at 18% and the Land Cruiser 70 at 13.4%. About 115,000 electric vehicles were registered by 2025, yet the petrol and diesel fleet keeps ageing, because no new fuel car can be imported to replace an old one.

In Addis Ababa the parts trade clusters at Teklehaimanot, in the Somali Tera section of Merkato and around Kera, also written Qera. Addis Fortune reported in 2022 that fuel pumps, brake pads and oil filters were the busiest lines at the Toyota parts counter, and that one Kera importer specialised in Vitz suspension. Our own enquiries from Ethiopia have named the Toyota 1KR-FE engine and the Isuzu 6WF1 truck engine.

On price, the grade matters more than the shop. Measured in Dubai on 3 November 2026, genuine Toyota front pads, part 04465-60380 for the Land Cruiser 300 and Prado 250, cost AED 322 to 399 against AED 216 for the OE-brand set. A 1GR-FE water pump cost AED 397 genuine against AED 214 to 229 in quality aftermarket. So genuine runs about one and a half times OE-brand and close to twice quality aftermarket, and each quoted line names its grade.

What Easy Auto does for an Ethiopian order, and what you do

We take your list, source each line across UAE distributors and aftermarket lines, and quote it with the grade and brand named on every row. Once you approve and payment is agreed, the order is packed to your cargo agent's instructions, with batteries, tyres and anything else on ECAE's list kept on separate lines so the certificate question is settled before collection. We hand the goods to your agent in Dubai with the invoice and packing list.

You are the importer of record. Your clearing agent declares the goods in Ethiopia, pays duty, VAT, surtax and withholding on your behalf, and deals with Modjo or Bole, while your bank handles the foreign exchange. We screen every buyer against the sanctions lists before quoting. Our check on 3 November 2026 found no UN, US or EU sanctions on Ethiopia as a country, and the US programme set up in 2021 over the humanitarian and human rights crisis in Ethiopia lapsed on 18 September 2026.

Ethiopian orders work best as one considered list. The ECAE minimum of USD 265 on batteries or tyres, the clearance days at Djibouti and Modjo and the bank paperwork cost the same for a few cartons as for one part, so group what your workshop, fleet or shop needs for the coming months, and a person quotes it line by line.

Questions buyers ask

Can I still import spare parts for my petrol Toyota after Ethiopia's fuel car ban?
Yes, as far as any source we found says. The January 2024 ban covers importing petrol and diesel cars, it was extended to assembly kits in 2025 and to fuel trucks in October 2025, and none of those notices names spare parts. Ask your clearing agent to confirm for your HS lines, then send the list and a person quotes it.
Do car parts from Dubai need an ECAE certificate?
Only some do. The Bureau Veritas datasheet of October 2024 lists car batteries and tyres for a Certificate of Conformity before shipment, at 0.75% of FOB value with a USD 265 minimum, but no brakes, suspension or filters. Cotecna has since taken on more product types, so check the current list with your clearing agent before ordering batteries or tyres.
How much duty do I pay on spare parts in Ethiopia?
We could not confirm the current tariff line. Addis Fortune reported 30% duty on vehicle spare parts after August 2021, and on top come VAT at 15%, a 10% surtax on everything before it, and a withholding tax. Electric-vehicle parts were reported at 5% duty in 2026. Your clearing agent's assessment is the figure you actually pay.
Can you deliver the parts to Addis Ababa or Modjo?
No. We do not ship to Ethiopia or clear Ethiopian customs. Your cargo agent collects the packed order in Dubai and books the sea, rail or air leg, and your clearing agent handles Djibouti, Modjo or Bole. We give no transit time, because the agent's booking and the clearance set it.
My bank has no dollars for an LC. How can I pay?
A person confirms how to pay on WhatsApp after the quote is agreed. On the Ethiopian side the route depends on your bank: since May 2026 banks may approve letters of credit and cash against documents for foreign-currency account holders directly, and franco valuta is limited among traders to foreign-invested and diaspora-backed firms. Nothing is collected before payment is settled.
Do you supply parts for BYD and other electric cars in Ethiopia?
Send the VIN and the part, and a person checks whether UAE distributors carry that line before quoting. Ecofin reported in October 2025 that parts for lesser-known Chinese electric brands were hard to find in Ethiopia. Where a line is available, Bloomberg reported a 5% Ethiopian duty on electric-vehicle parts in February 2026.
Will Gulf-spec parts fit my Corolla or Vitz in Addis?
Usually for body panels and lamps, since Ethiopia and the Gulf both drive left-hand-drive cars, and mechanical parts fit by part number. Engines and trims still vary by market and year, so send the VIN or the number stamped on the old part, and a person confirms the match before you pay anything.
Is it legal for a UAE company to sell car parts to Ethiopia?
Yes. Our check on 3 November 2026 found no UN, US or EU sanctions on Ethiopia as a country, and the US programme created in 2021 under Executive Order 14046 lapsed on 18 September 2026. We still screen every buyer against the sanctions lists before quoting a single line.
