It is an administrative and commercial relationship with a catalogue publisher.
It is not an approval, it is not a certification, and above all it is not evidence that any vehicle manufacturer buys anything from the brand. There is no quality threshold to clear in order to appear in TecDoc; there is a data standard to meet. Brands with genuine original-equipment contracts are in it, and so are brands that have never supplied a factory in their lives, and the entry looks the same either way.

We went looking for the German company, and this is exactly what we found
Finwhale says its trademark belongs to a German engineering company called GRUNNTECH GmbH, so we checked whether such a company exists. The answer is yes, and the checking produced two things worth reporting.
The first is the entry itself. Grunntech GmbH is on the German commercial register at Harrlachweg 5 in Mannheim, in the register of the District Court of Mannheim under HRB 8620, registered on 17 October 2005, with Valeriya Lesova recorded as managing director. Its recorded business purpose is the distribution, trade and testing of spare parts and accessories for motor vehicles. Distribution, trade and testing: the word manufacture does not appear in it.
The second is a mistake we nearly published, and it is instructive enough to leave in. Our first register query, run on a shortened form of the name, returned only a Lithuanian company and no German one. On that evidence we could have written a confident and completely false paragraph explaining that the German-company claim did not check out. A second query on the exact name found the Mannheim entry immediately. That is what a sourced, plausible, wrong claim looks like from the inside, and it is why the standing rule on these pages is that a claim with a source attached is more dangerous when it is wrong, not less.
There is one thing in that register rendering we are explicitly not going to interpret. It carries liquidation notices dated June 2009 alongside a shareholders list from September 2018, and we cannot reconcile the two from what we saw. A manufacturer's warranty is administered through a channel, and the channel this manufacturer publishes runs through its dealers in Russia and the CIS. A part that reaches a shelf in the UAE by some other route may or may not carry anything the manufacturer will honour, and nobody at the counter is likely to volunteer which.
So the useful question is not what the manufacturer's warranty says. It is who is standing behind this particular part, in this shop, in front of you. Get the answer before you pay, get it on the invoice, and treat any warranty that cannot be claimed within driving distance as decoration.
